Control Of Explosive Regulations (COER 3)
This is the official certificate issued from the UK Police Force.
It can be an "Acquire Only" Explosives Certificate or an "Acquire and Keep" Explosives Certificate.
The "Acquire Only" Explosives Certificate only allows you to buy the listed explosives and use those listed explosives on the day, but you can not keep them or store them.
The "Acquire and Keep" Explosives only allows you to buy the listed explosives and use those listed explosives on the day, but you can not keep them or store them. Congreve require that you at least have UN0027/UN0028 listed on your "Acquire Only" Explosives Certificate or your "Acquire and Keep" Explosives Certificate.
You must always carry your Explosives Certificate with you when you are buying explosives, transporting and using your explosives.
Recipient Competent Authority Transfer Document
This is the official certificate issued from the UK Health & Safety Executive (HSE).
This certificate allows you to transfer the explosives from location to location. (i.e. registered store to launch event and back to your registered store).
You must always carry this document with you when transporting the explosives.
Registered Store
This is the offical certificate issued from the authority responsible for explosives in your area.
This certificate allows you to hold the named explosives in your registered store.
